The Macedonian Ecological Society announces a call for the procurement of GPS devices:
Instructions for Bidders
1. Contracting Authority
The contracting authority is the Macedonian Ecological Society Skopje, located at Arhimedova St. No. 5, 1000 Skopje.

2. Subject of the Procurement Contract
The subject of the contract is the procurement of GPS devices. The key evaluation criteria are:
(i) the quality of the offered product (primarily in terms of technical capacity),
(ii) its portability, and
(iii) the offered price.
2.1 Technical Specification
GPS devices for bird monitoring:
Transmitters for birds weighing 20–25 grams, powered by solar battery
Transmitters for Great Cormorants (their average weight is between 2.6 and 3.6 kilograms / 5.7 to 7.9 pounds)
Must include a barometric sensor (for collecting diving data)
Online monitoring option must be available (via web portal/app) and data collection capabilities included
Must come with additional equipment for mounting on the bird, such as a backpack system
3. Method of Submission of Bids
The bidder must submit the bid electronically to: uzunova@mes.org.mk or arsovski@mes.org.mk

4. Delivery Deadline / Service Execution
The selected bidder must deliver the subject of the contract within 30 working days from the date of signing the procurement contract.
5. Eligibility to Participate
Every interested domestic or foreign legal entity registered to perform the relevant activity related to the subject of procurement is eligible to submit a bid.
6. Language of the Bid
The bid, as well as all correspondence and documents related to the bid exchanged with the bidder, shall be written in English.
7. Validity Period of the Bid
The bid shall remain valid for 30 working days from the final submission deadline/public opening, during which period the offer is binding in all its elements.
8. Offer Price
The offer price must be stated in numbers and words.
9. Currency of the Offer
The price of the offer shall be expressed in euros or U.S. dollars.
10. Closing and Marking of Bids
10.1 Deadline and Place of Submission
The deadline for submitting bids is 12.06.2025 by 16:00 CET.

10.2 Late bids will not be considered.
11. Contract Award Criteria
11.1 The award criterion is the most economically advantageous offer.
The contract will be awarded to the bidder whose offer is evaluated as the most economically advantageous, based on the total score from all evaluation criteria.
11.2 Evaluation criteria:
Price: 50 points
Technical characteristics of the requested item: 50 points
12. Notification of Contract Award
12.1 Upon completion of the selection, all participants will automatically receive a notification regarding the bidder who submitted the most favorable offer. This notification is for informational purposes only and does not create legal obligations.
12.2 The selected bidder will be notified electronically that their offer has been accepted, no later than 3 days after the decision is made. At the same time, all other bidders will be informed of the results and the decision on the selected bidder.
